In 2017, legislators introduced a bill to determine if kratom should be a controlled substance, which would’ve made it illegal. However, the bill didn’t make it out of committee, and kratom remained legal.
Kratom in 2023
Now, to the future of kratom. During the 2022 legislative session, the state legislature approved HB 4010, which regulates kratom processors. According to oregon.gov, the bill defines processors as any individual “that sells, distributes, or exposes for sale kratom products on a wholesale basis to a retailer.” Beginning on July 1, 2023, kratom processors must register with Oregon’s Department of Revenue to sell and distribute products.
The bill’s purpose is to improve regulation in Oregon to ensure enhanced customer safety. Both kratom opponents and proponents have frequently pointed out that the plant isn’t regulated enough, so the bill takes a step in the right direction.
